Cross Connection Control (CCC) Program Administrator

Job Description:
The candidate for this job will need to be (or become) certified as a Program Administrator through the state of Utah. Maintain said certification. They will oversee the company backflow program and enforce compliance in regards to Drinking Water Rules, Plumbing Code, Utah Plumbing Code amendments, and WaterPro Cross Connection Control Policy. This position will address backflow related customer concerns

Responsibilities:

  • Certification-Training
    • Become and/or maintain CCC Program Administrator certification
    • Annually obtain required annual CEU’s; submit forms and fees to Utah Division of Drinking Water
    • Annually ensure that support staff obtains required annual CEU’s
    • Annually submit support staff’s CEU’s, forms and fees to Utah Division of Drinking Water
  • Enforce WaterPro Backflow Policy
    • Conduct business hazard assessments/residential irrigation system inspections
    • Record existing compliant assemblies and airgaps
    • Oversee the elimination or correction of non-compliant connections
    • Work with CCC Assistant on: Non-compliance, Testing, Failed, Initial & Shut-off notices. Coordinate correlating shut-off dates with the assistant.
    • Send Certificate of Occupancy Notices
    • Prep and conduct Shut-offs when needed (for non-compliance and non-testing)
  • Accountability to State
    • Present proof that the 5 required elements of a CCC program are being addressed during the Sanitary Survey (every 3 years)
    • Fill out and submit the state’s annual Cross Connection Control report
  • Public Awareness and Education
    • Customers-Annual public awareness e.g. Newsletter articles, brochures, mailers, door tags
    • Testers- (As needed) Operating procedure information letters, open house meetings
    • Educate, update all staff on operating procedure and code changes, etc.
    • Provide literate as needed
  • Maintain Defensible Records
    • Hard copy of test reports- 5 yrs.
    • Hard copy of location reports- 5 yrs.
    • Hard copy of hazard assessment reports- 5 yrs.
  • Maintain WaterPro CCC Policy/Authority Statement
    • Become familiar with the policy
    • Occasionally review the policy
    • Update-clarify as needed (Management approval needed. Possibly BOD approval needed depending on scope of changes)

    • Maintain tester list
    • Verify tester certifications

    • Print received test reports daily
    • Maintain email backflow test report files
    • Wide variety of customer and tester correspondence

Skills and Qualifications

  • Cross Connection Control Program Administrator Certification
  • Computer Skills: Caselle Customer Inquiry, Caselle Backflow Management, Arc GIS, Microsoft Word & Outlook
  • Must be highly organized: Maintain schedules, Files, Ability to complete a wide range of tasks
  • Strong interpersonal skills to interact positively with: customers, testers and co-workers
  • Good written communication skills. Produce letters, email, compliance docs, educational docs
  • Ability to work with challenging people and situations. Diplomatic demeanor needed.
  • Willing to enforce company CCC policy
  • Detail oriented a must
  • Problem solving and analytical skills as related to residential and commercial backflow applications
